给日本首相安倍晋三的抗议信




 

日本國安倍首相:

我們在你訪美時給你遞交抗議信,對貴國就自古以來就是中國領土的釣魚島問題上
的野蠻挑釁表示最強烈的抗議。我們的聲音不僅代表了美國的華僑華人,也是全世
界華夏儿女的共同聲音!

無論從歷史還是地理角度看釣魚島及其附屬島嶼都是中國的固有領土,日本与1894年
入侵中國強占了釣魚島。二戰末,中、美、英于1943年在開羅會議上討論了戰后世
界秩序,“開羅宣言”明确無誤的指出所有日本非法侵占的中國領土包括東北地區、
台灣和澎嶼諸島必須歸還中國。隨后,1945年6月26日由中美英簽署的波茨坦公告宣
布了日本的投降,其第八章明确指出“開羅宣言”必須得到執行,日本領土范圍在
日本本州,北海道,九洲,四國島嶼和“我們指明的小島嶼”。注意第八章中這里
的“我們”是指三個簽署公告的中、美、英三國。意味著以后任何日本要控制任何
“小島嶼”必須得到三國的一致同意。

去年9月,日本政府采取非法“購買釣魚島”的單邊挑釁,完全破坏了中日之間的互
信基礎。作為日本新任首相,你不僅沒有糾正日本的錯誤和危險行為,反而繼續否
認釣魚島爭議,反复在不同場合叫囂激烈和不負責任的挑釁言語。目前,日本政府
正企圖“修憲”,擴展軍費開支,重新命名日本自衛隊,否認二戰侵略罪行。在复
活軍國主義的路上越走越遠。

我們美國的華僑華人,世界上深受二戰日本軍國主義災難的人們和所有愛好和平的
人民有足夠的理由相信你正在引導日本走向軍國主義复辟之路。這是一條非常危險
之路,將會給亞太地區乃至全世界帶來另一場災難,最終殃及日本自己。

你擔任首相后曾說過中日關系是最重要的雙邊關系之一,中國是日本經濟增長不可
替代的夥伴。然而,你卻一而再地挑動事端,挑釁中國對釣魚島主權的國家核心利
益。你和你領導的日本當局正在玩著非常危險的游戲即挑戰二戰后的世界秩序。這
种挑釁是不可能得逞的,最終將搬起石頭砸自己的腳。

這里我們警告你必須立即停止玩火。要修复損害的中日關系你必須:

正式承認中國對釣魚島的主權;停止所有單邊的在釣魚島問題上的挑釁行為;開始
和平地与中國對話,討論解決兩國在主權和領土上的爭議事宜。

A letter to Japanese Prime Minister Shinzo Abe

Dear Japanese Prime Minister Abe:

We, on behalf of millions of Chinese Americans in the United States, 
hereby strongly protest against your aggressive provocation on the 
issue of the Chinese territory Diaoyu Islands, while you are visiting 
US.  We believe this not only the strong voice from USA, but from 
fifty millions oversea Chinese world wide as well. 

No matter from historical or geographical facts the Diaoyu Islands 
belong to China. The dispute did not appear until the Japanese 
invasion of China in 1894. Cairo Declaration, which was the product 
of the 1943 Cairo Conference, unambiguously stated that all 
territories that Japan had unjustly taken from China shall be 
restored to China after the War.  

Recent unilateral provocation from so called ǒpurchaseō of the 
Diaoyu Islands by Japan government last September has seriously 
impacted the mutual trust between China and Japan. As Japan’s 
new Prime Minister you did not properly correct this wrong action, 
instead, you repeatedly shouted aggressive and irresponsible noise, 
denying the dispute on the Diaoyu island  issue and even want 
to "stand in front of the Japanese military" against China’s 
sovereignty Diaoyu Islands. Together with the efforts you intend 
to perform in amending the constitution, expending the Japan 
military budget, renaming the Self-Defense Forces the national 
defense forces, recast ing Japan’s wartime history in less apologetic 
tones and visiting the Yasukuni Shrine, which is seen as a symbol 
of Japan’s past militarism and so on.  We, as well as the people 
love peace all over the world, have enough reasons to 
believe you are leading Japan towards a very dangerous path 
that is the resurrection of the Japanese militarism, which will 
bring another disaster to Asia pacific and the world.

You stated after you took over the Chair of the Japan Prime Minister 
that the relationship between Japan and China was one of the most 
important bilateral ties for Japan, and China is an indispensable 
partner of Japan’s economic growth. On other hand, you continue 
to have a series of aggressive provocative actions against 
Nation’s core interest of China, the sovereignty of Diaoyu Islands 
of China. You are playing a dangerous game that directly challenges 
of the post-WWII world order. 

Thus we urge you immediately stopping the fire playing. To repair 
the relations between China and Japan you have to:
Recognize Chinese sovereignty over the Diaoyu Islands ;  
Cease all unilateral and provocative actions on the Daioyu Islands;
Begin bilateral talks with China to peacefully resolve the conflict 
and dispute on the sovereignty of territory.

A Letter to The United States Administration and the Congress

February 20, 2013

Dear Honorable Mr. President, Honorable Mr. Secretary, and 
Honorable Members of the U.S. Congress,

We Chinese Americans wish to extend our best wishes to you and 
your family, and to everyone in the country and in the world 
as we celebrate the Chinese Lunar New Year and enjoy the festivities.

We, as people who are concerned about the peace of the world, 
wish to also remind you that it is our strong belief that it is 
in the best national interest of the United States to maintain 
and develop friendly relations with China, particularly during 
the new term of the administrations of both countries. The Chinese 
people will never forget and will always value the unity between 
China and the United States during World War II (WWII), which, 
in combined efforts with other Allied Countries, defeated the 
militaristic Japan and eventually concluded the WWII.

Sixty eight years have passed since Japan’s unconditional 
surrender at the end of WWII. Today, unfortunately, we are again 
haunted by the menace of Japan’s militarism and imperialistic 
expansionism, which once led Japan to invade neighboring Asian 
countries and to attack the Pearl Harbor of the United States. The 
"nationalization" of the Diaoyu Island (named Senkaku 
by Japan) is one of the recent examples that remind us and the 
peace-loving people elsewhere in the world that an imperialistic 
Japan is in the making and it will harm the stability and the 
peace in the region and the entire world, just as it did during 
the decade before and throughout the WWII.

It is undisputed that Japan’s unconditional surrender is under 
the condition that it unconditionally accepted the Cairo 
Declaration of 1943 that "Japan shall be stripped of all islands 
she has seized or occupied in the Pacific since the beginning of 
World War I in 1914. All the territories Japan has taken from 
China such as Manchuria (Dongbei), Formosa (Taiwan), and the 
Pescadores (Penghu), shall be restored to the Republic of China."
The Diaoyu Islands, which have been an integral part of China 
since ancient times but were snatched away by Japan from China 
after the 1894 Sino-Japanese War, should therefore be returned 
to China in 1945. However, the Okinawa Reversion Agreement, 
signed in 1971, improperly included the Diaoyu Islands 
as part of Ryukyus that it reverted to Japan in 1972.

The Japanese militarism and imperialist expansionism is a menace 
to the peace of Asia and the world as well. The Japanese Prime 
Minister Shinzo Abe is recently visiting the United States. 
We urge that you deliver the following messages to Abe during 
your meeting with him:
The recent provocative action by the Japanese government is a 
direct challenge to the post-WWII world order and it shall not 
be tolerated.

Japan’s right-wing faction should held in check so as to prevent 
a resurrection of the Japanese militarism, which will bring another 
disaster upon Asia and the world, including the United States.

It is in our national interest that the United States takes a 
true neutral position, and avoid the risk of being dragged into 
a military conflict between Japan and China. The United States 
should not embolden the militant faction in Japan to instigate 
aggression. The so-called Security Treaty between the United 
States and Japan does not cover the Diaoyu Islands.

The Year of the Snake in Asian tradition is said to be endowed 
with wisdom and deep philosophical understanding. We are hopeful 
that our leaders and policymakers have the good judgment to maintain 
peace and bring happiness to our citizens and the world. 

We wish you great success in the Lunar New Year.
